I think they have a standard policy, like 30 days usually, but gotta be in original condition. Might want to double check their site just in case.

Yeah, some are, some aren't. Mostly depends on the model. Check the product page for the specific neck you're looking at, it usually says there.

Mine wasn't. Had to drill them myself. Kinda nice though, lets you use whatever tuners you want without worrying about old holes.
